Some of our readers point out this is from a fire in Rapid City, South Dakota.
Interesting pre-arrival video by Spencer Butler showing Mr. Butler and others forcing entry (rather effectively) into numerous apartments, alerting neighbors and rescuing dogs during an apartment fire. The post-arrival video shows a collapse at 3:30 into the video. No indication that I could find on where and when this fire occurred.
